PROFESSIONAL SKILL TRAINING, FOREIGN LANGUAGE TRAINING, AND ORIENTATION EDUCATION FOR WORKERS – IMPLEMENTATION

Purpose of professional skill training, foreign language training, and orientation education

Professional skill training, foreign language training, and orientation education for workers before going to work abroad aim to equip them with occupational skills, language ability, basic legal knowledge, and other necessary knowledge in line with the requirements of the overseas labor market.

Professional skill training, foreign language training

During pre-screening or recruitment, if workers do not meet the requirements for occupational skills or foreign language ability as demanded by the foreign party receiving workers, the service enterprise or public service unit may reach an agreement with the workers on providing such training.

Support for vocational education institutions

The State shall implement policies to support investment in vocational education institutions that participate in training and improving occupational skills and foreign language proficiency for Vietnamese workers going abroad under contract, to meet the requirements of the foreign party receiving workers and in compliance with the Law on Vocational Education.

Orientation education

1. The content of orientation education includes:

a) Traditions and cultural identity of the Vietnamese nation;
b) Basic knowledge of Vietnamese law and the law of the host country;
c) Fundamental contents of contracts related to Vietnamese workers working abroad under contract;
d) Skills in spending, saving, and remitting money to Vietnam while working abroad;
đ) Labor discipline, occupational safety, and hygiene;
e) Customs and cultural practices of the host country;
g) Behavioral conduct at work and in daily life;
h) Use of communication, transportation, and trade facilities; use of tools and equipment for daily living;
i) Basic knowledge about forced labor, prevention of human trafficking, gender equality, sexual abuse, gender-based violence, and relevant prevention skills;
k) Basic content on consular protection, safeguarding lawful and legitimate rights and interests, and issues requiring prevention during the period of working abroad;
l) Guidance on accessing job opportunities after returning to Vietnam;
m) Information on contact addresses and hotlines to support workers facing difficulties while working abroad.

2. Enterprises, public service units, organizations, and individuals that send Vietnamese workers abroad shall be responsible for organizing orientation education so that workers are issued a certificate of completion of the orientation course before going to work abroad.

3. The Minister of Labor, War Invalids, and Social Affairs shall provide regulations on the program, content, duration of orientation education, as well as the form and validity period of the certificate of completion of the orientation course.
