Definition of Overseas Vietnamese
“Overseas Vietnamese” shall be understood as follows:
Overseas Vietnamese consist of two groups — Vietnamese citizens and persons of Vietnamese origin who reside and live permanently abroad.
Specifically, pursuant to Clause 3, Article 3 of the Law on Nationality of Vietnam (2008):
“Overseas Vietnamese are Vietnamese citizens and persons of Vietnamese origin who reside and live permanently abroad.”
“Persons of Vietnamese origin residing abroad are individuals who previously held Vietnamese nationality and whose nationality at birth was determined on the basis of the principle of bloodline (jus sanguinis), as well as their children and grandchildren who are residing and living permanently abroad.”
