The Security and Order Permit

What is the Security and Order Permit?
“Security and order” is the short form of the phrase national security, public order, and social safety.

Conditional business investment sectors related to security and order are those sectors which, in the course of investment and business activities, contain complicated factors connected to security and order, and are easily exploited for criminal activities or other violations of law.

Some sectors and industries that require a Security and Order Permit include: pawn services, massage services, seal production, casino betting services, karaoke and nightclub services, lodging/accommodation services, among others.

Application dossier for the issuance of a Certificate of Eligibility for Security and Order (applicable generally to the above sectors) includes:

  • A written request for the issuance of the Certificate of Eligibility for Security and Order of the business establishment;
  • A valid copy of one of the following documents: Certificate of Business Registration / Investment Registration Certificate / Establishment License;
  • A valid copy of documents evidencing compliance with fire prevention and fighting safety conditions;
  • A personal record declaration accompanied by a Criminal Record Certificate or a Personnel Declaration of the person responsible for security and order of the business establishment.
