
Article 59 of the Law on Road Traffic 2008 stipulates Driver’s Licenses as follows:
1. Based on the type, engine capacity, payload, and use of motor vehicles, driver’s licenses are classified into indefinite-term licenses and definite-term licenses.
2. Indefinite-term driver’s licenses include the following categories:
a) Category A1, granted to drivers of two-wheeled motorcycles with a cylinder capacity from 50 cm³ to under 175 cm³;
b) Category A2, granted to drivers of two-wheeled motorcycles with a cylinder capacity of 175 cm³ or more, and vehicles prescribed for Category A1 licenses;
c) Category A3, granted to drivers of three-wheeled motorcycles, vehicles prescribed for Category A1 licenses, and similar vehicles.
3. Persons with disabilities who operate three-wheeled motorcycles designed for the disabled shall be granted a Category A1 license.
4. Definite-term driver’s licenses include the following categories:
a) Category A4, granted to drivers of tractors with a payload of up to 1,000 kg;
b) Category B1, granted to non-professional drivers of automobiles carrying up to 9 seats; trucks and tractors with a payload under 3,500 kg;
c) Category B2, granted to professional drivers of automobiles carrying up to 9 seats; trucks and tractors with a payload under 3,500 kg;
d) Category C, granted to drivers of trucks and tractors with a payload of 3,500 kg or more, and vehicles prescribed for Categories B1 and B2;
đ) Category D, granted to drivers of automobiles carrying 10 to 30 seats, and vehicles prescribed for Categories B1, B2, and C;
e) Category E, granted to drivers of automobiles carrying more than 30 seats, and vehicles prescribed for Categories B1, B2, C, and D;
g) Categories FB2, FD, and FE, granted to drivers already holding Categories B2, D, and E licenses to operate vehicles prescribed for such categories when towing trailers or articulated passenger cars; Category FC, granted to drivers already holding a Category C license to operate vehicles prescribed for Category C when towing trailers or semi-trailer tractors.
5. Driver’s licenses are valid for use within the territory of Vietnam and within the territories of countries or regions that have agreements with Vietnam on mutual recognition of driver’s licenses.
