Prohibited Acts for Cadres and Civil Servants

  1. Evading, shirking, avoiding, or shifting responsibility in the performance of assigned duties and tasks; engaging in factionalism, causing disunity; unilaterally quitting or abandoning work; participating in strikes; publishing, disseminating, or making statements of false information that affect the image and reputation of the country, locality, agency, organization, or unit of employment.

  2. Committing acts of embezzlement, corruption, misconduct, wastefulness, profiteering, harassment, and other unlawful acts against citizens, enterprises, agencies, organizations, and other related individuals in the course of duty performance.

  3. Illegally using state-owned public assets and assets of the People.

  4. Exploiting or abusing duties and powers, or using information related to official duties for personal gain.

  5. Engaging in discriminatory acts on the basis of ethnicity, gender, age, disability, religion, belief, or social status in any form in the course of performing official duties.

  6. Committing acts prohibited in relation to production, business, or personnel work as prescribed by laws on anti-corruption, thrift practice and anti-wastefulness, protection of state secrets, and other matters as provided by law and by competent authorities, both during service and after resignation or retirement.
