Prohibited acts against children

“Children are like buds on a branch” – they are subjects of special attention and protection.
The Law on Children prescribes prohibited acts against children as follows (15 acts):

  1. Depriving children of their right to life.

  2. Abandoning, neglecting, trafficking, abducting, substituting, or appropriating children.

  3. Sexually abusing, committing violence against, exploiting, or maltreating children.

  4. Organizing, supporting, instigating, or coercing children into child marriage.

  5. Using, enticing, instigating, inciting, exploiting, luring, or coercing children to commit violations of law, or to insult the honor and dignity of others.

  6. Obstructing children from exercising their rights and duties.

  7. Failing to provide, concealing, or obstructing the provision of information regarding children who are abused or at risk of exploitation or violence, to families, educational institutions, competent authorities or individuals.

  8. Stigmatizing or discriminating against children on the grounds of their personal characteristics, family circumstances, gender, ethnicity, nationality, beliefs, or religion.

  9. Selling or allowing children to use alcohol, beer, tobacco, addictive substances, stimulants, unsafe food, or food harmful to children.

  10. Providing Internet services or other services; producing, duplicating, distributing, operating, disseminating, possessing, transporting, storing, or trading in publications, toys, games, and other products intended for children but containing content harmful to their healthy development.

  11. Publishing or disclosing information about the private life or personal secrets of children without the consent of children aged 07 or older and their parents or guardians.

  12. Taking advantage of alternative child care to abuse children; or taking advantage of State policies and assistance, or support from organizations or individuals intended for children, for self-seeking purposes.

  13. Establishing service establishments, production facilities, or warehouses causing environmental pollution, toxicity, or direct risk of fire or explosion near child protection service establishments, educational, medical, cultural institutions, or children’s playgrounds and entertainment venues; or conversely, establishing child protection service establishments, educational, medical, cultural institutions, or children’s playgrounds and entertainment venues near such hazardous establishments.

  14. Encroaching upon or misusing infrastructure designated for learning, recreation, entertainment, or child protection services, for improper purposes or contrary to law.

  15. Refusing, failing to carry out, inadequately carrying out, or failing to promptly carry out support, intervention, or treatment for children at risk or in situations of danger, or suffering bodily, honor, or dignity harm.
