Lottery Agents
1. Conditions for becoming a lottery agent:
a) For individuals:

Must be a Vietnamese citizen aged 18 years or older and permanently residing in Vietnam;

Must not have any criminal record or administrative penalty; must not be a person with limited or lost civil act capacity as prescribed by law;

Must not be an employee or managerial officer working for that lottery company or any lottery company operating within the same regional area;

Must not be the spouse, parent (biological or adoptive), child (biological or adoptive), or sibling (biological or adoptive) of the Chairperson, General Director or Director, Deputy General Director or Deputy Director, Chief Accountant or person in charge of accounting, Controller, or the head or deputy head of any professional department of that lottery company or any lottery company operating within the same regional area;

Must meet the requirements for payment security as prescribed by law on secured transactions to ensure payment obligations to the lottery company;

Must provide a written commitment to fully comply with the regulations of the lottery company upon becoming a lottery agent.
b) For organizations:

Must be an economic organization lawfully established and operating in Vietnam;

Must not be an organization in which the Chairperson, General Director or Director, Deputy General Director or Deputy Director, Chief Accountant or person in charge of accounting, Controller, or the head or deputy head of any professional department of that lottery company (or of any lottery company operating within the same regional area) holds capital contribution;

Must not be an organization in which the spouse, parent (biological or adoptive), child (biological or adoptive), or sibling (biological or adoptive) of any of the above-mentioned persons holds capital contribution;

Must meet the requirements for payment security as prescribed by law on secured transactions to ensure payment obligations to the lottery company;

Must provide a written commitment to fully comply with the regulations of the lottery company upon becoming a lottery agent.
2. Based on the conditions specified in Clause 1 above, each lottery company shall select individuals and organizations that meet the eligibility requirements to act as lottery agents. The selection of lottery agents must be conducted in a public, transparent, and objective manner.
In cases where there are more applicants than the company’s needs, the lottery company shall organize a bidding process to select qualified individuals or organizations with sufficient distribution networks and offering the lowest agent commission rates to serve as lottery agents.
3. Lottery agents are responsible for fulfilling their tax obligations in accordance with the law.
