
Principles of Lottery Ticket Printing
1. Printed lottery tickets must be produced in sufficient quantity for each type of ticket series and must conform to the prize structure announced for issuance.
2. The principles of printing lottery tickets for each type of lottery ticket are regulated as follows:
a) Traditional lottery tickets:
When printed, traditional lottery tickets must have a stub for storage and control purposes by the lottery ticket issuing organization.
If the printed tickets include identification features such as reflective markings, barcode systems, or encryption codes that ensure proper control, management, and distinction between genuine and counterfeit tickets, and the printing process is secured against fraud, then the tickets may be printed without a stub.
b) Lotto tickets:
Lotto tickets must have a stub or record section to record and verify the numbers chosen by the customer for participation in the draw.
c) Scratch-off instant lottery tickets:
Scratch-off tickets must have a security code to verify and determine prizes. The coating over the scratch-off area must prevent the underlying content from being visible under any light intensity or when viewed with machines or other devices; it must not peel or deform under normal conditions.
For the printing of scratch-off instant tickets, the printing facility must use specialized equipment and software programs that randomly allocate prizes. The prize allocation software must include encryption systems to prevent unauthorized access or modification.
The entire prize printing process must be recorded and stored on a separate device, kept strictly confidential, and may only be accessed upon a written request from the lottery company that ordered the printing and the authorized representative of the printing facility.
The security encryption key is jointly established and managed by the ordering lottery company and the printing facility to control prize-winning tickets.
d) Pull-tab instant lottery tickets:
Pull-tab tickets must be designed to prevent the internal content from being visible under any lighting condition or when inspected with machines or devices. Such tickets must be counterfeit-resistant and protected against reuse or resale.
3. In cases where the Regional Lottery Council issues tickets under a joint issuance mechanism, the selection of the printing facility must be conducted through open bidding. The criteria and procedures for selecting the printing facility are specifically regulated in the operational charter of the Regional Lottery Council.
4. The printing of lottery tickets must be carried out under an economic contract, which must specify:

The quantity of tickets to be printed;

The technical requirements for printing;

The responsibilities and rights of the parties;

Mechanisms for supervising the printing process to prevent fraud;

Provisions for dispute resolution, damage compensation, and other agreements necessary to meet the management requirements of both parties.
5. The lottery ticket issuing organization is responsible for notifying the provincial or municipal Tax Department (where tax obligations are performed) of the following details:

The name of the printing facility;

The ticket series code (serial numbers);

The quantity and face value of each type of ticket for each printing batch,
for monitoring and management purposes.
